WHY is Trump ordering vaccines?

He's said he's against forced vaccinations. He's now ordering this "virus" vaccine. 

He's going to use the military to deploy it. The military!

Why would he do that if he's not for forced vaccinations? He IS going to force us! Isn't he! The liar! 

My theory: 

You've got a certain segment of the population that's shrieking for a vaccine; they can't go out until there's a vaccine, their children are going to die going to school unless there's a vaccine, life can't return to normal until there's a vaccine.  

So, Trump is going to make it available, using the extra bodies that the military can provide to deploy it all at once so that its not taking months going to their own individual doctors. It's all being done in very short order. Nearly instant. 

That way, you're removing all of the screeching objections to Congress coming to work, all of their proxy voting bullshit, objections to going to the polls, objections to kids going to school, etc. It's classic negotiation strategy. Someone won't do something because of XYZ, so you remove the objection then they have no ground to stand on. At least that's my theory.
